Federal government determines the return of civil servants and public employees to face-to-face work | Federal District

The federal government has determined the return to face-to-face activities of public servants and employees of the federal administration. The rule is provided for in normative instruction, from the Secretariat for Personnel Management and Performance, of the Ministry of Economy, published in the Official Gazette (DOU) this Friday (6).

According to the text, the measure takes effect in June 6th. Since 2020, due to the Covid-19 pandemic, part of the federal servers carried out activities remotely.

The normative instruction states that the bodies and entities that are part of the federal government will be able to “use the Management Program, under the terms of Normative Instruction No.

The text does not detail possible exceptions for elderly people or who are part of risk groups for Covid-19. Asked about the topic, the Ministry of Economy had not expressed itself until the last update of this report.

According to the federal government, at the beginning of the pandemic, two-thirds of the public service stayed in telework, or home office. The Ministry of Economy states that, between April and August 2020, it saved BRL 1.02 billion with the adoption of the model.

Therefore, in July of that year, new rules were published that regulate the sport in the Federal Executive. According to the normative instruction released this Friday, these standards will be used to evaluate the maintenance of telework cases by servers.

According to the rule, it is up to the top manager of each body or entity to authorize the implementation of the program. The rules, which took effect in September last year, also brought the following changes:

  • Under the previous system, approval from the minister was required after the entire structured program. With the changes, the minister authorizes and the secretaries define the technical aspects.
  • Before, the “home office” was exclusive to effective positions. With the changes, it also began to apply to effective positions, commission positions, public employees, and temporary contractors.
  • There were no clear and objective rules for monitoring and control, but with the changes, monitoring and control methods will be established, mandatorily by system.
  • Internet, electricity, telephone and other similar expenses are the responsibility of the participant who opts for teleworking.
  • The entire management program is carried out through a computerized system that, at the same time, guarantees the proper monitoring of deliveries.
  • Teleworking will be implemented in places where there is no loss of service to the public. Among the activities that, preferably, can be performed remotely, are those that demand greater individual effort and less interaction with other public agents.
  • The adoption of teleworking cannot occur if the activities require the physical presence of the participant in the unit or if they are performed externally.
  • The participant will have responsibilities and attributions to fulfill, such as remaining available for telephone contacts, regularly checking their email inbox and appearing at the agency whenever called upon.
