THE Ferj “innovated” and included in the regulation of the Carioca Championship 2023 a controversial clause. The article provides for a considerably lower award for the champion and runner-up if they do not sign the collective TV rights agreement.
With the clause, the clubs in theory are forced to sign the contract. In practice, however, Botafogo🇧🇷 Fluminense and Basque refuse to close, because they do not agree with the model in which the Flamengo would receive double the amount (R$ 18 million to R$ 9 million).
The estimated value (not officially confirmed) of the award is R$ 5.6 million for the champion and R$ 2.4 million for the runner-up.
If the winner does not sign the TV contract, he will only receive 25% of the amount (that is, R$ 1.4 million). The rest of the prize (in the amount of R$ 4.2 million) will be divided again, with 60% for the big clubs that adhere to the contract and 40% for the small ones.

X – THE AWARD
Art. 32 – The state champion will be entitled to the following prize:
a) 01 Trophy;
b) 60 exclusive medals;
c) Credit in the proportion of 70% (seventy percent) of the amounts allocated to the award, subject to the exception set forth below.
§1 – In the event that the state champion becomes any team not adhering to the collective transmission contract, the award established in the collective transmission contract will be reduced to 25% (twenty-five percent) calculated on the 70% (seventy percent) ).
§2 – In the event of application of the previous paragraph, the difference in the amounts allocated to the champion will be distributed in the proportion of 60% (sixty percent) for large clubs adhering to the collective transmission contract and 40% (forty percent) for clubs trainers adhering to the collective transmission contract.
Art. 33 – The state runner-up will be entitled to the following award:
a) Credit of 30% (thirty percent) of the amounts allocated to the award, subject to the exception set forth below.
§1 – In the event that the state runner-up is any team not adhering to the collective transmission contract, the award established in the collective transmission contract for the runner-up will be reduced to 25% (twenty-five percent), calculated on the 30% (thirty percent).
§2 – In the event of application of the previous paragraph, the difference in the amounts allocated to the runner-up will be distributed in the proportion of 60% (sixty percent) for large clubs adhering to the collective transmission contract and 40% (forty percent) for training clubs adhering to the collective transmission contract.
